After determining the aforementioned goals of reconstruction,
researching for the best options that
accomplish these goals was a must. It is noteworthy that several
researches and thoughts were discussed at the time, and most of these
thoughts were based on the caution, patriotism, and chivalry for the
area and its people. These options are as follows:
Ownership of real estates and collapsed buildings, and financial
compensation to their owners to buy alternative residential units until
further schemes are put and constructed in a specific constructional
vision.
Rejoining and sorting the real estates, and moving some buildings and
structures vertically, allowing further expansions of public places
(sidewalks, roads, green spaces...).
In a thorough analysis of these two options, and after consulting the
owners in question who refused both options, an alternative option must
be found to achieve these goals that agree with the owners wants to
return to their homes, jobs, and neighbourhoods they were accustomed to.
Thus, the decision of restoring everything to what it was came in the
following regulations:
-To abide by the laws enforced, especially the
law of public safety.
-To keep the real estates as they were
previously.
-To keep the number of floors, the jobs in
each floor, and the various purposes of usage (residence, trade,
organizations...).
-To keep the main and secondary roads,
bystreets, and the crooked paths in neighbourhoods and between
buildings.
-To work on treating the problems of traffic
jams through ensuring the biggest number of car parking possible and
organizing pedestrian movement.
-To allow the owners participation in the
reconstruction process, and take their thoughts and concerns into
consideration.
-To work on providing some green spaces.
In this framework, provided that all stages of reconstruction were
performed in coordination with the owners, the owners had the choice of
reconstruction within these regulations or to authorize Waad Project in
reconstruction. A high percent of owners chose to authorize Waad Project
for their trust in the party that adopts this file and their agreement
with the general vision that it placed for reconstruction.
Therefore, in order to achieve the aforementioned goals within the
regulations placed, the general framework of the project was put in
coordination with Haret Hurreikh Municipality. Upon this, consultation
staffs of known Lebanese engineers were formed to place the mechanisms
needed to accomplish the vision agreed upon.
