Government Compensations

 

Jihad al Binaa association had the initiative to form formal and legal building committees, and issued authorizations on behalf of the organization, to receive the reconstruction compensations for the common divisions from the government. This would guarantee the right of the people and that of the organization, for if the value of compensation was greater than what the organization had spent, then it will hand over the difference to the building committee, but if the contrary, then the building committees are not required to pay any difference.


However, former Prime Minister Fouad Siniora issued a decree stating that receiving the compensations required the presence of the owner, which annuls the agreements between Jihad al Binaa and the buildings' committees – although such a decree is originally against the law – therefore the relation between both sides became moral.


With reference to that the compensations to reconstruct the common divisions were not paid by the government, and without Jihad al Binaa's initiative to supervise these works, people would still be suffering until today; because the ability of the people to reconstruct is semi-impossible in light of the tough economic circumstances.


Despite the great difficulties faced by the "center of common divisions" in managing this project, the center was able at the end to finish the work with good specifications and fast speed. Great credit in this achievement would be due to the cooperation by residents of the buildings, through their management and follow up of the field work, and who monitored contractors to ensure the proper implementation of works. This came despite the extra burden on them, and understanding the limits of working with common divisions, containing it only with the damage directly caused by the aggression. The experience was crowned with success.
