Lebanon became accustomed in its tribulations and subsequent crises, to benefit from some donor countries, Arab and foreign countries, but the largest plight which was imposed on it was that the donor countries give with one hand, and take with the other hand. Lebanon therefore became subject to many of the policies and countries that are far from the authentic Arab identity. On another hand, some donor countries used to require that projects would be implemented through its subsidiaries; this is more like marketing state companies, and is not related to grants.

After the aggression stopped in August 2006, and while Lebanon was going through terrible times that passed in the lives of the people by the minute and second, a ray of hope came from Iran, and as a friend in need is a friend indeed, Iran's government and people came to the rescue of Lebanon, and then was the beginning of the Iranian Organization for Reconstruction in Lebanon
