In light
of this reality, steps must be taken to treat
the effects of destruction and reconstruct with
the following goals:
-To ensure the fast return of people to their
residences and jobs, in which their return is
considered a natural continuation of their
lives, and a communication amongst each other
and their surroundings – a vivid communication
that is stronger than war -, so that the people
do not remain away from their homes, thereby
creating a gap in their social memory that is
difficult to fill, and so that the people can
preserve their emotional attachment to the
places they inhabited for many decades.
-To reconstruct the social and constructional
web to its former condition before the
destructive war.
-To give the Resistance a different front, of
perseverance to confront and thwart, and
clinging to their homes and insisting on living
there.
-To benefit from the reality of destruction to
reconstruct the places in a better way with
buildings of high quality, ameliorate what is
possible, and treat a few gaps that the area had
previously suffered from, in the framework of a
constructional vision that is complete in terms
of engineering, community, and environment.
